Speaker Cracks Down on MPs, Ministers Over Offices of Profit

Accra: The Speaker of Parliament, Mr Alban Sumana Kingsford Bagbin, has directed all Members of Parliament (MPs), ministers, and deputy ministers to regularize their positions regarding offices of profit or emolument within 14 days.

According to Ghana News Agency, the Speaker has raised concerns that some MPs and ministers have allegedly been accepting appointments to various boards, committees, and external positions without seeking permission, which is a constitutional requirement. Mr Bagbin stated, “The Constitution is clear on this matter. Article 98 of the Constitution is a constitutional imperative.”

He further emphasized that no member or minister may assume compliance or interpret silence as approval by the Speaker, highlighting the long-established constitutional principles that restrict holding offices of profit or emolument. These principles are designed to protect the integrity of public office, preserve institutional independence, and prevent conflicts of interest.

Mr Bagbin has urged all MPs, ministers, and deputy ministers currently holding offices of profit or emolument to submit a formal request for approval to the Committee on the Office of Profit within 14 days. He explained that the Committee will review these requests and submit recommendations to him for determination.

The Speaker’s directive underscores the importance of adhering to constitutional and procedural requirements to maintain the credibility and integrity of Parliament. He reminded the MPs that the House cannot compromise on principles of public trust, accountability, and institutional integrity, and that it is the duty of every public officer to ensure their conduct does not question the credibility of their office.
