Algeria Seeks Enhanced Role in EU Energy Amid Regional Tensions

Berlin: For Algerian President Abdelmadjid Tebboune, this week's visit to Berlin marked his first official trip to Germany since being elected president in 2019. The two-day visit culminated in a joint statement with German Chancellor Friedrich Merz, where the leaders emphasized the "quality of cooperation" between their countries and pledged to enhance long-term energy collaboration.According to Deutsche Welle, Algeria is home to Africa's second-largest proven natural gas reserves and is the continent's largest natural gas producer. On July 2, Algeria's state-owned energy company Sonatrach delivered the first shipment of liquefied natural gas (LNG) to Germany's Wilhelmshaven 1 floating LNG import terminal. A direct pipeline to Germany is being considered, which would eliminate the need for liquefaction, LNG shipping, and regasification, potentially reducing transport costs for gas deliveries."The war in Iran and the disruption of oil exports via the Strait of Hormuz have reinforced Algeria's energy impor tance," said Alice Gower, director of geopolitics and security at the London-based consulting firm Azure Strategy. Although Algeria cannot replace Gulf supplies, its pipeline gas reaches southern Europe without passing through Gulf shipping lanes, offering European governments supply diversification during times of renewed concern about energy security.Hafed Al-Ghwell, director of the North Africa, Mediterranean, and the Sahel program at the Washington-based think tank Stimson Center, believes that Algeria is strategically positioned to capitalize on global events. He recently met with Algeria's foreign minister and members of the cabinet, sensing a strong political will to leverage Algeria's position as a major gas producer.Algeria's strategic importance extends beyond energy. Gower pointed out that Algeria offers cooperation on counterterrorism, migration, and Mediterranean stability. Algeria has been cooperating with European countries on managing migration, including returns, border issues, and combat ing smuggling networks. Additionally, Algeria maintains diplomatic relations with varied nations, including Iran, the United States, the Gulf countries, China, and Russia.However, Algeria's regional influence faces challenges. It is increasingly isolated regarding Morocco's claim over the disputed Western Sahara territory. Algeria supports the Polisario Front's quest for independence, while Morocco considers the area part of its territory. Following the 2020 recognition of Morocco's sovereignty over the region by former US President Donald Trump, other nations like Spain and France followed suit.Domestically, Algeria grapples with issues such as youth unemployment and political openness post the 2019 Hirak pro-democracy protest movement. Despite the resignation of longtime ruler Abdelaziz Bouteflika, many demands for greater political openness remain unmet. Recent assessments by Human Rights Watch and Amnesty International indicate a contraction in civic space, with continued prosecutions of journalists, activists, and critics.Gower remains cautious about Algeria's future. "Algeria's expanding geopolitical value has altered the balance of international engagement," she said. This newfound geopolitical importance could allow Algeria more freedom to pursue its domestic agenda with less external interference.
