Accra: Mr Kenneth Gilbert Adjei, the Minister for Works, Housing and Water Resources, has inaugurated a newly constituted Board of Directors for the Ghana Water Limited. The minister charged the new board with the responsibility of repositioning the state utility as a model of efficiency, innovation, and public accountability in delivering safe and reliable water across the country.
According to Ghana News Agency, the brief ceremony in Accra saw the minister emphasizing that this inauguration was not merely an administrative task but a significant national obligation central to the country’s development and public service reform. The newly inaugurated Board is chaired by Mr. Eric J. Biliguo Adama, the President’s nominee, and includes members such as the Acting Managing Director of GWL, Mr. Adam Mutawakilu, and several other distinguished individuals.
The minister highlighted that water is now considered a ‘strategic economic resource’ essential to public health, industry, education, and national development. He stressed the board’s responsibility to oversee the management and strategic direction of an organization evaluated not only on financial performance but also on its impact on lives. The minister outlined challenges such as aging infrastructure and high levels of Non-Revenue Water (NRW), urging the board to adopt a culture of professionalism and transparency.
Mr. Adjei emphasized the need for the board to lead transformation in the water sector, moving away from ‘business as usual’ to dynamic innovation. He assured that the Ministry, in collaboration with the State Interests and Governance Authority (SIGA), would support the board with clearly defined Key Performance Indicators (KPIs) to enhance performance and service delivery.
The minister cautioned against micromanagement and stressed the importance of strategic oversight and collaboration with GWL management. He highlighted the need for mutual respect and a shared commitment to service, urging the board to meet public expectations and demands for better value for money and resource management.
The newly appointed Board Chairman, Mr. Eric J. Biliguo Adama, expressed gratitude to President John Dramani Mahama for the trust placed in him. He acknowledged the strategic direction outlined by the minister and pledged the board’s full cooperation in achieving the set KPIs, focusing on improving operational efficiency, transparency, and service delivery across Ghana.
