Laikipia Residents Advocate for Constitutional Entrenchment of CDF


Nanyuki: Residents from Laikipia East constituency have voiced support for the proposed entrenchment of the National Government Constituency Development Fund (NG-CDF) in the constitution to enhance service delivery at the grassroots.



According to Kenya News Agency, during a public participation exercise on the Constitution of Kenya (Amendment) Bill No. 4 of 2025 held at the Laikipia East CDF Hall in Nanyuki town, speakers narrated how the fund has impacted the lives of the constituents. Rose Wanjohi, head teacher at Mt. Kenya Primary School, described the improvements made to the school, including the transformation from mud-walled classrooms to brick ones, paving pathways, and the construction of a new laboratory and a staffroom block.



Sammy Githongo, Principal of Thingithu Secondary School, highlighted the importance of CDF bursaries that have enabled students from humble backgrounds to complete their education. Martha Mwangi, a grocery seller, shared her personal experience of securing bursaries for her two children, emphasizing the fund’s significance for families with limited income.



John Marete, Laikipia Central Deputy County Commissioner, discussed how CDF had improved security through the construction of police posts and chiefs’ offices. Jane Kagiri, Laikipia Woman Representative, pointed out the development lag in the county and the critical role of CDF and the Affirmative Action Fund in uplifting local lives.



However, some constitutional and legal experts argue that CDF and Affirmative Action Funds should be managed by devolved units instead of Members of Parliament, whose roles are primarily legislative and oversight-focused.
