Trans Nzoia: The National Government, through the State Department for Devolution, has announced new guidelines for counties aimed at facilitating the formation of Project Management Committees (PCMs).
According to Kenya News Agency, the announcement was made by Emily Imbwaga, Director of the State Department for Devolution, during a sensitization workshop in Trans Nzoia. Imbwaga emphasized the importance of customizing and streamlining standard operational procedures, highlighting that this initiative aims to create a platform for effective public engagement. She noted that these guidelines would not only incorporate public opinions into project implementation but also promote participatory governance.
Imbwaga stated that the guidelines are designed to ensure that development projects are shaped by public input. She clarified that the guidelines provide a framework for county governments to establish PCMs, giving the public a voice in both government and donor-sponsored projects. She highlighted that while donor-funded programs often include PMCs, county-specific projects have lacked standardized guidelines until now.
Gideon Sawe, Director of the Kenya Devolution Support Program (KDSP), expressed support for the new guidelines during the workshop. He noted that the guidelines would enhance efficiency by improving public engagement in project implementation. Sawe believes that by involving the public, projects would gain community ownership, ensuring their protection and sustainability for future generations.
Imelda Agoi, KDSP Director of Human Resources and coordinator, underscored the importance of stakeholders adapting to these changes, which she argued would drive development efforts down to the grassroots level. The workshop gathered key officers responsible for coordinating county projects and PCMs under the Kenya Informal Settlement Improvement Programme.
