Royal Referral, a Pledge and Anticipation of Any Attempt at ‘Disruption’ (OFI)


Rabat – The Royal referral to the Higher Council of Ulema, the only body empowered to issue officially-approved Fatwas, regarding certain proposals of a religious nature by the Body in charge of revising the Family Code, is a pledge and an anticipation of any attempt that could disrupt this revision when the amendments are adopted, on the pretext that they would be contrary to the aims of Islamic Sharia, stressed the Ittihadi Women’s Organization (OFI).

The fact that the Higher Council of Ulema is empowered to issue Fatwas exclusively for matters relating to religious texts is in itself a call for greater modernization and openness with regard to the other provisions of the Family Code, the OFI pointed out in a statement.

In this respect, the Ittihadi Women’s Organization recalled the Royal Guidelines aimed at reconciling respect for the irrevocable prescriptions of the Sharia with the requirements of openness and equality, taking into account societal evolutions, which makes religious Ijtihad, with its nob
le aims, a vector of modernity and progress.

The Royal Office statement and the Letter addressed by the Sovereign to the Head of Government remain the “two main references for the expected revision”, underlined the OFI, explaining that they call for no transgression of the irrevocable prescriptions of the Sharia, while ensuring that they are consolidated through constructive Ijtihad, in compliance with the Kingdom’s constitutional constants and international commitments.

In this context, the OFI noted that it has already called, in its memorandum submitted to the Body in charge of revising the Family Code during the hearing sessions, for the proposed amendments to take account of the Islamic frame of reference and to adopt interpretations drawing on open Ijtihad and the rule that prescriptions change according to circumstances and contexts.

rtain questions contained in the proposals of the Body in charge of revising the Family Code, with reference to the principles and precepts of the holy religion of Islam and its tolerant purposes, and to submit a Fatwa on their subject to the Sovereign’s High Appreciation.

USA, Norway Diplomats Commend ‘Effective and Strategic’ Role of Mohammed VI Foundation for Rehabilitation of Prisoners


Rabat – Political Counselor at the U.S. Embassy in Rabat, David Fisher, and Deputy Head of Mission at the Embassy of the Kingdom of Norway in Morocco, Sleigh Samanthe Vivatne, expressed their admiration and appreciation for the “effective and strategic” role played by the Mohammed VI Foundation for the Rehabilitation of Prisoners in terms of the reintegration of inmates from correctional facilities and child protection centers.

Received this week at the Foundation’s central headquarters in Rabat, Fisher, who was accompanied by a representative of the United States Agency for International Development (USAID) in Morocco, and Vivatne also praised the action of the Mohammed VI Foundation for the Rehabilitation of Prisoners in “the strengthening of preventive security to fight crime and narrow its perimeter, which distinguishes it at the regional and international level”, said the Foundation in a statement.

The two diplomats also saw their visit as an opportunity to strengthen cooperation and exchange experienc
es with the Foundation, underlining their willingness to coordinate and further expand partnerships in this field.

The meeting, chaired by General Coordinator of services at the Mohammed VI Foundation for the Rehabilitation of Prisoners, Abdelouahed Jamali Idrissi, was an opportunity to deepen communication links and to inform both officials of the new generation of actions and programs of the Foundation in the field of support and reintegration of detainees and residents of child protection centers, including those convicted under the anti-terrorism law, in accordance with the High Instructions of His Majesty on King Mohammed VI, specified the same source.

The Foundation and the two officials also discussed the management of practices and methods relating to the reintegration process of all prison inmates, as well as their families, whether during the period of execution of the custodial sentence or after release in the context of subsequent care, the statement concluded.

World Cup 2030: No Final Decision Has Yet Been Taken on Number of Stadiums or Their Geographical Distribution (Joint Bid Committee)


Rabat – The committee of the joint Morocco-Portugal-Spain bid for the 2030 FIFA World Cup, “YallaVamos2030”, said that “no final decision has yet been taken on the number of stadiums, their geographical distribution or the allocation of matches by country”.

“Any official information on this subject will be communicated via official channels”, said the Royal Moroccan Football Federation (FRMF) in a statement issued at the end of a committee meeting held on June 27-28 in Agadir, the aim of which was to inspect the various sites bidding to host the tournament, in addition to finalizing the last adjustments before the final submission of the joint bid by the three countries, scheduled for the end of July.

During the first day of the meeting, the source added, the representatives of the bid committees from the three countries visited several key sites in Agadir, including the city’s main stadium. The delegation also assessed possible locations for hosting the “FIFA Fan Festival”, focusing on Agadir’s iconic beac
h as the main option. In addition, the seaside resort of Taghazout was examined as a potential location for team base camps.

On Friday, an online meeting was held with FIFA representatives, focusing on the bidding process and its progress. This meeting was followed by working sessions within the tripartite steering committee to review various aspects and finalize adjustments to the bid form, added the FRMF in the statement.

Berlin: Morocco, Germany Seal Climate and Energy Alliance


Berlin – Morocco and Germany signed, on Friday in Berlin, a declaration aimed at establishing a joint climate and energy alliance to strengthen bilateral cooperation on climate protection and energy transition.

The declaration, signed by Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, German Federal Minister for Economic Cooperation and Development (BMZ), Svenja Schulze, and Parliamentary State Secretary to the Federal Minister for Economic Affairs and Climate Protection, Stefan Wenzel, aims to establish greater cooperation in climate adaptation, the development of renewable energies and the production of green hydrogen.

With this partnership, inked in the presence of HM the King’s ambassador to Germany, Zohour Alaoui, the two countries are deepening their cooperation in the development of the green hydrogen industry, electricity trading, decarbonization, climate adaptation and skills training.

“Morocco has excellent conditions for producing electricity from wind
and sun, with which it can cover the needs of its own economy and, in future, also start exporting green hydrogen to Germany”, stressed a statement by the German Federal Ministries for Economic Cooperation and Development and for Economic Affairs and Climate Protection.

Morocco and Germany can draw on a wealth of experience in working together, particularly in the use of wind and solar energy, added the same source, noting that the BMZ has supported the construction of the world’s largest solar thermal power plant in Ouarzazate, which supplies electricity to around 1.3 million people.

“Embarking on the production of green hydrogen is the next step for Morocco”, the statement noted, adding that solar and wind power plants enable large-scale implementation and thus sustainable production of green hydrogen on an industrial scale and the development of green economic sectors.

It stressed that Germany is already involved in the construction of the first reference plant for the production of green hydrogen in Mo
rocco, to be built over the next few years.

The plant is expected to produce around 10,000 tons of hydrogen per year, enough to produce 50,000 tons of green steel, said the same source, adding that the project is also intended to serve as a benchmark project for the profitability of green hydrogen production in Africa, and to boost private investor confidence in Morocco.

Other investments will follow on the basis of the new Morocco-German climate and energy alliance, the statement pointed out.

Morocco, Model of Commitment to Sustainable Energy Strategy, African Cooperation (Official)


Brussels – Morocco is a model in terms of its commitment to a sustainable energy strategy and African cooperation, said, on Friday in Brussels, Managing Director of the National Hydrocarbons and Mining Office (ONHYM), Amina Benkhadra.

Speaking at a conference entitled “Transition to renewable energies… the future of green hydrogen”, held as part of the 36th edition of the “Crans Montana” Forum, Benkhadra pointed out that “Morocco, with its dynamism in the field of sustainable development, and its qualitative potential in the terms of renewable energies, its proximity to European markets, its trade relations with the United States, and the vision underlying the Atlantic Initiative launched by His Majesty King Mohammed VI, is ideally placed to seize the opportunities available and establish mutually beneficial partnerships and build win-win partnerships”.

After highlighting Morocco’s many assets, notably its strategic geographical position at the crossroads of Europe and sub-Saharan Africa, the Middle East
and America, Benkhadra emphasized that “South-South cooperation is progressing with many African countries (…), as Morocco has developed its ties with the continent’s countries in several sectors (energy, agriculture, banking…), and is also contributing to numerous regional integration projects”.

Referring to Morocco’s energy strategy, ONHYM’s Managing Director explained that this strategy, adopted in 2009, aims to achieve a diversified energy mix that is ideal for power generation in particular, based on clean, reliable and competitive technological options.

According to her, this strategy is also meant to develop on a large scale the country’s enormous resources in the field of renewable energies, notably solar and wind power, by improving energy efficiency and mobilizing national fossil resources through intensified oil exploration, while stimulating integration within African and Euro-Mediterranean energy systems to enhance energy security, technological exchange, and the early adoption of environme
ntal protection measures in all energy activities.

The strategy also aims to develop the country’s abundant renewable energy resources, particularly solar and wind power, to boost energy efficiency and utilize domestic fossil resources through oil exploration, while encouraging integration within African and Euro-Mediterranean energy systems to enhance energy security, technological exchange, and the early adoption of environmental protection measures in all energy activities.

In the same context, Benkhadra stressed that Morocco has adopted a green hydrogen offer with a stable and attractive regulatory framework, real estate assets, and distinct access to renewable energy sources, in particular.

With regard to the African Atlantic gas pipeline that will link Nigeria and Morocco, she said that this pioneering and visionary project is the outcome of the joint commitment of His Majesty King Mohammed VI and former Nigerian president Muhammadu Buhari, a project that was later reaffirmed by president Bola Tinubu
